GLORIA SMALL CLARKE
FOUNDER

Ms. Gloria Small Clarke is a nurse by profession, an advocate for children’s rights, and committed to empowering individuals, groups and communities to foster sustainable growth and development.
Gloria is immediately recognized by her genuine kindness, humanity, passion for standing up for children, human rights and vulnerable people. They also see a leader – an individual that is dedicated to represent the community at large and is not afraid to speak out on important issues. She is committed to serving the community locally and internationally. This dedication, along with her extensive fundraising and charitable activities has earned her significant recognition within the community.

In 2012, Gloria represented the Ontario African Canadian Legal Clinic at the United Nations in Geneva. She was the Canadian representative and observer for the rights of the Canadian children. In 2018 she was nominated 100 Accomplished black Canadian Women-2018.
One of Gloria’s most memorable accomplishments happened in 2020 when she was awarded the Honorary degree of Doctor OF Humanities.
Gloria currently serves as Vice-chair of the Durham Community Action Group. She has always been and continues to be an effective leader and instrumental figure to both organizations serving the Black community.

In 2008, Gloria became the co-founder of the Durham Community Action Group. She worked with officials to mobilize young people in the community regarding mental health and high risk students in order to implement skills and school based programs. The objective was to develop employment opportunities and empower young blacks to excel in education.

In 2011, Gloria was part of the International African Diaspora Heritage Conference which was held in Halifax, Nova Scotia. This ceremonial event marked the official opening of The Africville Church and the Black Museum.

In 2012, Gloria represented the Ontario African Canadian Legal Clinic at the United Nations in Geneva. She was the Canadian representative and observer for the rights of the Canadian children.

Also in 2012, Gloria was recognized and made part of the commemorative book of the – “Trinidad and Tobago in Canada: Together We Aspire, Together We Achieve.” The book highlights significant impact of different people from Trinidad and Tobago as well as their major accomplishments in vast areas such as business, sports, medicine, visual arts, politics, and education.

In her hometown of Whitby Ontario, she has maintained a remarkable commitment to improving her community.

In 2014, she participated as an observer at the United Nations General Assembly in Manhattan, New York. This event was the launch of the International Decade for People of African Descent.
2018, she was nominated 100 Accomplished Black Canadian Women-2018.

Gloria currently serves as chair of the Trinidad and Tobago Heritage Group and Chair of the African Canadian Legal Clinic. She has always been and continues to be an effective leader and instrumental figure to both organizations serving the Black community.

Gloria strongly believes “It takes a village to raise a child.” More importantly, she is a remarkable woman, wife and mother of three Daughters who has also fostered many children unconditionally.

MARCELLIN DAVID
TREASURER

Marcellin is the Treasurer of DCAG. She oversees the financial management and accountability of the organization. She prepares and monitors the annual budget, financial statements, and audits. She also ensures compliance with the financial policies and regulations of the organization and the government. She has a background in accounting and finance and works as a senior auditor at a reputable firm. She is skilled in financial analysis, reporting, and forecasting. She has been on the board of DCAG since inception and has been instrumental in improving the financial sustainability and transparency of the organization.

RAWLE ELLIOTT
VICE CHAIR

Elliott is the Vice Chair of DCAG. He assists the Chair in leading and governing the organization. He presides over the board meetings and committees in the absence of the Chair. He also supports the strategic planning and evaluation of the organization, and acts as a liaison between the board and the staff. He has a wealth of experience in the non-profit sector, and is the director of a local foundation that funds various community initiatives. He is passionate about social change, collaboration, and innovation. He became the Vice Chair of DCAG in 2023 and has been a strong advocate for the organization’s mission and vision.

Our Impact

Faced with racial stereotyping and the challenges therein, DCAG was our ardent advocate and support. My husband and I reflect with immense gratitude on that time with their expertise, their integrity and resolve were invaluable to our family.
